Kleinfelder is seeking a Environmental Construction Project Manager with a focus on project and task management, coordination, and execution of multi-disciplinary construction environmental compliance quality projects.
The candidate for this position will sit in our downtown Los Angeles office and will work on exciting large transportation and municipal agency contracts to contribute a real positive impact on our community. The candidate should be able to collaborate and communicate effectively in a team environment, while also able to work independently and be self-driven to accomplish goals and objectives.
RESPONSIBILITIES
This individual will be responsible for management of Environmental project tasks for construction projects, including, but not limited to:
Planning, scheduling, resource management, budgeting, and cost-control for environmental construction projects including field audit, sampling, inspection, and monitoring
Developing cost proposals, work plans, and execution strategies.
Providing technical support to field staff.
Subcontractor and third-party oversight and management.
Preparing of technical reports and providing quality assurance/quality control of project documents with a focus on compliance with client and regulatory agency processes, procedures, and policies and regulations.
Summarizing, providing, and soliciting communication directly with clients.
Training and mentoring junior staff
Managing multiple projects, tasks, and deadlines.
EXPERIENCE & ACADEMIC REQUIREMENTS
Minimum of 7 years of related construction compliance experience.
Minimum of 3 - 5 years of increasing project management experience with construction environmental projects and proven responsibility with scope / schedule / budget.
Minimum of 1 - 2 years of supervisory experience.
Bachelor's degree from an accredited college/university in Engineering, Environmental Science, or other related field. Advanced degree(s) preferred.
Professional License is not required, but preferred. Ability to obtain professional registration in California (e.g., PE) a plus.
Extensive field experience and knowledge on construction projects involving the excavation, handling, transportation, and proper temporary storage of contaminated soil, and legal disposal of hazardous and non-hazardous contaminated soil
Knowledge of acoustical noise and vibration requirements as they relate to construction activities is a strong plus.
Knowledge of federal, state, and local multimedia environmental regulatory agency laws, regulations, and permitting requirements related to construction in air quality, industrial / stormwater, NEPA/CEQA, and/or waste.
Understanding of and oversight of EIR/EIS project mitigation monitoring response actions on behalf of clients
Experience with programs including field evaluations, inspections, monitoring for various environmental construction requirements including storm water, noise assessment, air quality, water quality, permit compliance, biological resources
Experience with procurement of permits associated with construction environmental activities including encroachment permit
Experience with sampling for surface water, groundwater, air, and soil media; Phase I and Phase II field efforts and reporting
Knowledge of construction NPDES stormwater permit, groundwater dewatering treatment systems, MS4 permit, and surface water diversion systems
Experience and knowledge in conducting and documenting air monitoring for Volatile Organic Compounds in accordance with SCAQMD Rule 1166 and 1466 as well as regulations for nuisance air quality in accordance with Rule 403
Experience with agencies including: Caltrans, LA City, LA County, CUPAs, SCAQMD, CARB
Advanced computer skills with MS Office software, including Word, Excel, and Power Point.

POSITION CONDITIONS
This position is performed in an office and field environment.
Candidate must pass a medical surveillance that includes drug screening.
Ability to lift up to 25lbs.
Up to 20% of time may be dedicated to field activities in varying environmental conditions including inclement weather.
Some night and weekend work may be required for this position.
May periodically require travel and stays outside of the greater Los Angeles area.
Personal vehicle use for travel to / from project site is expected.
